Trudeau govt 2016 budget difficult to scutinize, says Parliamentary Budget Officer

The Parliamentary Budget Officer (PBO) issues a "Key Issues" report Wednesday, which says that the Government "has made changes to the presentation of its fiscal plan that have made it more difficult for parliamentarians to scrutinize public finances."
